Indonesia's Purchase of KAAN Fighter Jets Considered a Fantastic Contract and Triggers Financing Issues



TIMEMOMENTS.COM - Indonesia reaffirmed its commitment to purchase KAAN fighter jets at the IDEF 2025 event in Istanbul, Turkey.

A report by Zona Militar on July 29, 2025, revealed that Indonesia has officially purchased 48 fifth-generation KAAN fighter jets.

This agreement marks the largest defense export in the history of Turkish aviation.

The signing on July 26, 2025, was witnessed by Indonesian Defense Minister Sjafrie Sjamsoeddin.

The contract signing is a continuation of the government-to-government (G2G) agreement signed several weeks earlier on June 11, 2025, at the Indo Defense 2025 trade fair.

With this signing, Jakarta not only reaffirms its commitment to Ankara but also strengthens strategic ties that go beyond mere weapons agreements.

The contract stipulates the delivery of 48 KAAN aircraft over a 120-month period and includes an ambitious program for technology transfer and industrial capacity development in Indonesia. 

This collaboration will establish a local production base, which will strengthen Indonesia's technological independence in the defense sector.

According to Debuglies, on July 29, 2025, the value of the contract between Indonesia and Turkey under the KAAN agreement is worth 10 billion US dollars.

Indonesia's decision reflects a planned effort to address critical gaps in its air force.

The Indonesian Air Force currently relies on aging F-16 and Russian Su-27 fleets. The Indonesian Air Force, with 30,100 personnel and 110 fighter jets by 2025.

This situation faces growing pressure to enhance its air capabilities amid rising tensions in the South China Sea, where territorial disputes involving China, Vietnam, and the Philippines demand a strong military presence. 

The Kaan's stealth capabilities and sensors, including AESA radar and 360-degree situational awareness enabled by advanced electro-optical systems, position it as a strategic asset for surveillance and power projection in contested maritime regions. 

This acquisition aligns with Indonesia's broader military modernization strategy, which includes an 8.1 billion dollar US deal for 42 Dassault Rafale F4 jets from France, with deliveries set to begin in 2026.

Indonesia has also signed a memorandum of understanding (MoU) with Boeing for 24 F-15EX fighter jets, although final contract negotiations are still ongoing.

Additionally, Indonesia is evaluating an offer from China for 42 used J-10C fighter jets, reflecting its non-aligned foreign policy and commitment to diversifying defense partnerships.

This situation also highlights Indonesia's financial capacity in purchasing fighter jets as its budget continues to grow.  

The KAAN fighter jet is projected to cost approximately 208 million US dollars per aircraft, exceeding Indonesia's entire 2024 defense budget of 9 billion US dollars.  

This raises questions about funding mechanisms and budget sustainability.

World Bank data for 2024 shows that Indonesia's GDP grew by 5.1% in 2024, reaching 1.42 trillion US dollars, with defense spending contributing around 0.7% of GDP, a figure significantly lower than neighboring countries such as Singapore (3.2%) and Malaysia (1.1%). 

Financial pressures from simultaneous acquisitions, including the Rafale deal and commitments to South Korea's KF-21 Boramae program, underscore the economic challenges Jakarta faces in balancing defense modernization with infrastructure and social spending priorities. 

However, the inclusion of technology transfer and local production components in the KAAN agreement offers potential economic compensation through the development of domestic industrial capacity and expertise.

The TAI KAAN fighter jet, developed by Turkish Aerospace Industries, represents the pinnacle of Turkish military engineering. 

This fifth-generation multi-role aircraft is equipped with network warfare capabilities, artificial intelligence, high maneuverability, and low radar signature, making it a highly competitive combat platform on the global stage.
